The average temperature in Kobe in August is between 25 (lowest of the day) to 32 (highest of the day) degrees Celsius with rainfall of 100 mm per month. It is very hot and humid outside with occasional evening showers.

However, as the congress site is all under one roof, you will enjoy the comfort of the air-conditioning. In fact, all buildings, shops, transportations (taxies, trains etc) in Japan are comfortably air-conditioned. You will definitely need your summer clothes, but may also need a light jacket or cardigan when you are inside.
